Paulo Benicio Melo de Sousa is a Brazilian IT Business Analyst / PMI Certified professional with a decade of experience as an Agile Product Owner — leading workshops, coordinating multi-stakeholder teams, and developing policy and governance frameworks. He is also an experienced academic lecturer and advisor, with 20+ years at post-secondary institutions, skilled in managing interdisciplinary, technology-focused programs and stakeholder engagement.

His career splits into two parallel threads: leading technology teams inside Brazil's public sector (culminating in managing government-wide systems for the State of Ceará's Finance Secretariat, teams of up to 50) and teaching computer science most evenings for nearly two decades. Since August 2019 he has taught full-time at Algonquin College in Ottawa — designing courses and labs in Compilers, BI & Data Analytics, Advanced Scripting, and Programming, and facilitating hybrid learning with Brightspace, Zoom, and MS Teams. In 2025 he completed an intensive return to his doctoral subject — quantum computing — including the QuCode 21-Days Challenge series on DEV Community.
